Job Description

Our client is hiring a Director, Power Supply & Rates to lead the utility’s strategic initiatives in energy procurement, power supply planning, rate design, and wholesale energy market engagement. This role requires a deep understanding of energy markets, regulatory frameworks, and cost-of-service analysis to ensure reliable, affordable, and sustainable energy delivery to customers.
The ideal candidate combines technical expertise with proven leadership ability to guide cross-functional teams and deliver data-driven decisions. The Director will also manage data supported by the Corporate Analyst Group under the direction of the Corporate Analyst Manager.
Reporting To: Executive Leadership (exact title TBD)
Team Size: Direct and indirect reports within Power Supply and Analyst teams

Key Responsibilities

Strategic & Operational Leadership
  • Develop and implement power supply strategies to meet current and future energy and capacity needs.
  • Evaluate and negotiate wholesale power contracts, including capacity, energy, and fuel arrangements.
  • Design and recommend electric rate structures that support fairness, cost recovery, and long-term sustainability.
  • Oversee cost-of-service studies, forecasting, and rate analysis to support financial and budget planning.
  • Monitor market and fuel price conditions; provide hedging and risk management recommendations.
  • Lead the preparation and coordination of regulatory filings at federal and state levels.
  • Identify and mitigate risks related to wholesale markets, fuel supply, and operations.
  • Present strategies and findings to Board and Board committees as required.
Collaboration & Integration
  • Coordinate with Engineering, Planning, Legal, Regulatory, Marketing, and Accounting teams to align cross-divisional work.
  • Partner with the DER Strategy and Engineering teams on long-range planning, including distributed resources and grid modernization.
  • Represent the company in joint action agencies and industry working groups (e.g., OPC, GTC, GSOC).
  • Oversee and support demand management operations and related communications.
  • Ensure initiatives reflect the organization’s mission, vision, values, and sustainability goals.
Team Leadership & Development
  • Supervise, mentor, and develop team members with a focus on accountability, innovation, and inclusion.
  • Oversee hiring, training, promotions, and performance management for department staff.
  • Conduct regular performance checkpoints and planning sessions.
  • Promote a culture of equity, opportunity, and continuous learning.

Qualifications Required:
  • Bachelor’s degree in Economics, Finance, Energy Management, Business Administration, Statistics, or related field.
  • 10+ years of progressive experience in power supply, utility operations, or energy policy with leadership responsibilities.
  • Expertise in electric utility rate design, power procurement, and resource planning.
  • Deep understanding of wholesale power markets (e.g., PJM, SERC, MISO) and federal/state regulations.
  • Proficiency in energy commodities trading.
  • Strong interpersonal, analytical, communication, and leadership skills.
  • High level of integrity, confidentiality, and problem-solving ability.
  • Proficiency in Microsoft Excel, Windows, Access, SAS, and other data tools.
Preferred:
  • Advanced degree (MBA, MS in Energy Systems, etc.).
  • Familiarity with generation dispatch modeling, demand-side programs, and DER integration.
  • Experience with risk portfolios, gas hedging, and storage strategies.
  • Ability to coordinate legal aspects of renewable energy and supply contracts.
  • Background in cost-of-service studies, transmission, and distribution planning.
